Menschen mit Behinderung sind so stark von allen Bereichen der Gesellschaft ausgeschlossen, dass es nicht einmal vergleichbare oder zuverlässige Daten über Häufigkeit, Verteilung und Entwicklungen des Auftretens von Behinderung gibt, erst recht nichts über die Ausmaße der Armut, von der Menschen mit Behinderung betroffen sind.
