Abstract
Educational inequality among racial and ethnic minorities, immigrants, and refugees is greatest in societies where the level of social cohesion as measured by tolerance, trust, civic involvement, and educational attainment among the core population is low and crime and income inequality among the core population are high. Conversely, societies characterized by high social cohesion and tolerance for diversity offer the ideal conditions for educational opportunities for minority and immigrant groups. Unfortunately, the rising demands for neo-liberal educational accountability and distrust of the schools are linked to decreasing intergroup trust and tolerance and social cohesion, with the prospect that educational inequality may increase.
