Abstract
The training process of the international master courses in “protection against CBRNe events” requires that knowledge of the issues is well addressed and the roles and behaviours that individual stakeholders have, during an emergency management, are trained and verified through exercises. The pattern of these command postexercises is best known as tabletop exercise (TTX). The TTX model used during the master courses has been developed by the Department of Firefighters, Public Rescue and Civil Defence, based on a CBRNe civil defence scenario, with the purpose of providing an operational tool to complete a training session. Tor Vergata researchers have developed a tool called GATE (Gap Analysis for TTX Evaluation) to analyse the results of these exercises and to improve the performances of TTX participants. The purpose of this work is, therefore, to demonstrate how the proposed exercise model (TTX) can also be applied to the exercises for command posts on external emergency plans that companies at “risk of major accident” (by the “Seveso III” Directive) must perform. Moreover, this work describes how the tool GATE can be adapted to allow the evaluation of this specific type of exercise.
