Abstract
This chapter is concerned with economic paradigms for growth, stability, employment, and, ultimately, development vis-à-vis tourism. It analyzes profound changes, even shifts, of these paradigms in the last 15 years and their influence on tourism theory and practice. It is often held that the world economy has entered an age of low growth and weakened demand, at the same time that there is increased inequality in the ownership of control and property rights. This has enormous consequences for the future of tourism that must be explored. Simultaneously, technological as well as market innovations (e.g., the so-called ‘shared economy’) have deep effects on the production, distribution, and consumption of tourism goods and services, while these effects also impinge on tourism destination governance and the supposed beneficial action of tourism on development. This chapter analyzes these new scenarios and proposes tourism policy framework to deal with the new realities.
