Abstract
Wind energy is a strategic field for Brazil as it represents a sustainable alternative as well as a complementary source to the hydropower plants. The first wind power plants were built in Brazil as from 1994, however only in the last decade the technology has gained scale with the implementation of the PROINFA program. In the context of the current energy regulatory framework, the development of the sector took place mainly in view of public energy auctions, but nowadays wind technology can compete with other sources of energy. This chapter aims to present an overview of the wind power sector in Brazil since the PROINFA program, and also the main challenges and opportunities faced by the sector.

The Resolution was enacted by the Chamber of Energy Crisis Management (Câmara de Gestão de Crise de Energia Elétrica—CGE), an entity created by the federal government, whose aim was to plan and implement emergency measures in view of the critical hydrological situation, in order to equalize the supply and demand of energy.

The Power Purchase Agreement period was also extended by Law 10,762 in November 2003.

According to TCU the losses amounted almost BRL 1 billion and the problems in the transmission lines construction was caused by: delay of environmental authorities, lack of joint action between the federal, state and local levels, delay of ANEEL to carry on its administrative duties as well as systemic delay of CHESF (Tribunal de Contas da União - TCU 2014)

The PROINFA tariffs nowadays cost to Brazilian consumers three times more than the most recent energy auctions.
