Abstract
Russia needs a fundamental renewal of their National Innovation System. In this chapter a brief overview of the history of Russian Innovation System and the status of the current economic situation is presented. In this respect some popular notions like Russia needs a more diversified economy away from dependency on natural resources will be challenged and reformulated. The most important bottlenecks, strengths and weaknesses, aims, policies and programs are analyzed. The outcome of the analysis clearly shows the myopic view on technology. It is demonstrated that Russia’s Innovation System boils down to policies and programs dedicated to chasing the World’s Technological Frontier. For becoming an innovation leader much more is needed. But the path of Technological Frontier is a dead end and an alternative is needed. This alternative is Strategic Innovation.
