Digital Environment of Entrepreneurial Structures as a Basis for Spatial Regional Development: Problems and Ways to Solve Them

Abstract

The research aims to identify the main problems and limitations of the development of digital entrepreneurship in the context of regional development and search for possible solutions. Currently, the digital economy is a global trend. Despite the intensification of scientific research and applied developments in the area of information technology, the problems of developing entrepreneurship, territorial disproportions and improving elements of infrastructure systems that use digital innovations remain relevant. Applying general logical, theoretical and empirical methods of scientific knowledge and systemic approach, the research identifies regulatory and legislative, personnel, investment, infrastructure, technical and organisational problems, as well as cyber security problems that impede the development of digital entrepreneurship. Moreover, the research suggests separate ways to solve the problems identified. The authors revealed that the studied problems are of regulatory, personnel, investment, technical, infrastructural and organisational nature. The authors propose a conceptual scheme for combining industry environments containing universal platforms and services to solve these problems. The conceptual scheme includes three stages: (1) creation of innovative technologies in entrepreneurship, (2) innovation of all areas of entrepreneurship and creation of basic infrastructure platforms and (3) formation of a single digital entrepreneurial eco-environment, including compatible industry environments. In total, a single digital eco-environment ensures the interaction of business entities and the development of infrastructure platforms and technologies. There is an integration of industry markets into a single ecosystem of a digital regional economy. The authors’ approach to the systemic formation of a unified digital business environment will contribute to the growth of socio-economic indicators and the region’s development.
