Abstract
A key lesson learned from recent election cycles is that the shape of the electorate—who votes and who does not—is often a decisive factor in understanding electoral outcomes. This chapter employs both survey and election day voting data to assess the demographic and geographic shape of the electorate in an effort to explain who participated, who abstained, and to what effect. Voter participation is considered in the context of key developments in election laws related to voter ID restrictions as well as key issues hypothesized to factor into voter mobilization. We then explore the implications of voter turnout patterns for control of Congress and representation more broadly.
