The Nexus Between Peacekeeping and Counterterrorism: A Case of African Union Mission in Somalia

Abstract

This chapter reviews the concept of peacekeeping and counterterrorism and the mandate of the African Union Mission in Somalia (AMISOM). The review will provide greater insights into the implications of converging two doctrines and will interrogate the AU peacekeeping within a counterterrorism paradigm and the operational and strategic limitations and failings that opened gaps and allowed al-Shabaab to engage and exploit. A two-pronged approach is used to assess the intensive struggles between the set of principles. The first section provides a background on AMISOM and provides a glimpse into the political and security environment that engulfed Somalia. The second section offers an examination of the principles of peacekeeping and counterterrorism. Here the Principles of War will be used to expound on some of the operations AMISOM conducted. It argues that the binaries of peacekeeping and counterterrorism, often seen to be at cross purposes, are no longer polar opposites but rather linked by the constantly evolving threats to the international security system.
