Abstract

This chapter will provide a former diplomatic practitioner’s perspective on the challenges to democracy and the international rules-based order, the growing reliance on informal global institution and alliances in the wake of the rise of increasingly authoritarian regimes, the impact of the COVID pandemic and conflict-driven economic factors. Threat to democracy at home and abroad will be described. The chapter will assess newer forms of diplomacy and democratic engagement as well as the impact of disinformation, populism, and social media. It will also provide a parliamentarian’s perspective on changes within the Canadian governance structure, particularly in the Senate, and address popular trust in democratic institutions. Finally, the chapter will offer a few prescriptions for contributions that Canada could make to promote democratic development abroad building upon its traditional efforts.
