School Inclusion in Lebanon

Abstract

This chapter provides an overview of education in Lebanon, beginning with a profile of the state and an introduction to the education system. The Ministry of Education and Higher Education (MEHE) and the Center for Educational Research and Development (CERD) are discussed, along with the structure of the educational system and enrollment. The chapter then provides an in-depth look at public, private, and specialized schools, including a portrayal of special needs education in Lebanon. International conventions and resolutions are explored, followed by an analysis of inclusive education models in Lebanese private schools. Law 220/2000, the national policy on inclusive education, is introduced, along with the National Educational Plan for Persons with Disabilities and the role of international organizations in the promotion of inclusive education. The chapter concludes with a call to action for the adoption of policies, decrees, and procedures that support the social and educational inclusion of special needs children in Lebanon. It also concludes with recommendations that emphasize adopting a unified definition and promoting active involvement of individuals with disabilities in education planning, highlighting the importance of standardizing terminology, investing in teacher training, and strengthening monitoring systems for inclusive education in Lebanon.
