Abstract

The article presents a fuzzy model of multi-attribute selection, which allows ranking the locations of production clusters, taking into account both the production-economic and socio-political aspects of these locations. Clusterization acquires new features under effect of compaction and “compression” of the economic space inherent in the modern production system. This effect is amplified in the context of digitalization and the resulting trends of transition to a contactless economy and a remote lifestyle, as well as the increased impact of non-economic factors on production. Digital unification, combined with the increasing scarcity of traditional types of resources, leads to a modification of the nature and mechanisms of production clusters’ location within macroregions. The proposed formalized tools for fuzzy modeling of multi-attribute choice, taking into account social and political factors, can help to increase the degree of scientific validity of territorial development projects and plans. Within systems of state and regional economic management, this is necessary to overcome or mitigate location errors caused by subjectivist decisions that lead to unjustified economic losses and increased socio-political tension.
