Abstract

This chapter explores how public innovation is embedded in a sector with dynamic hybridization. Public administration research and related fields have examined how hybridity is manifest in the public sector. However, there is a lack of understanding of how hybridity affects or is affected by innovation. To provide an understanding of the intertwining of these phenomena, this chapter discusses the concept of hybridity at two levels of analysis: structure and practice. The structural level of analysis involves focussing on the hybridization of governance, organizational and institutional structures and worlds of reference, and how these are intertwined with innovation. The practice-based level of analysis focusses on how hybridity grows out of everyday action and innovation when employees and managers have to cope with challenges in everyday practice. How these understandings may be combined is discussed.
