Abstract

This essay examines the current state of affairs concerning free speech and open enquiry in the UK, focusing on recent controversies in higher education. It begins with an outline of the best general arguments for free speech, which derive both from the intrinsic value of freedom and the value of free enquiry in reaching truth. It examines reasons recently given for thinking that the problem has been exaggerated and concedes that boycotts and fierce opposition to opinions do not amount to wrongful infringements of freedom. It outlines the law on free speech in the UK and argues that recent cases in universities give genuine cause for concern about attempts to suppress both research and speech. It then briefly outlines the dangers of recent police investigations of “non-crime hate incidents.” Its conclusion, while not entirely pessimistic, is that freedom is still in need of robust support.
