Abstract

After sudden disasters strike, rapid and effective emergency response actions can greatly reduce casualties and property losses. The key is how to effectively improve the coordination efficiency among emergency response partners. Taking the Jiuzhaigou earthquake as an example, this paper uses the research methods of literature analysis, interview and investigation to construct the cooperation relationship network between partners in the process of disaster emergency response. The social network analysis method is used to analyze the network efficiency of cooperation relationship, and compared with the randomly generated cooperation networks. Under the background of “concentrating efforts on major events”, the cooperation relationship network of emergency response partners in Jiuzhaigou earthquake disaster emergency response network has high efficiency, and the government has performed the overall command role of disaster relief response. According to the complex network method, this study divides different communities of emergency response partners, and provides corresponding suggestions and countermeasures for relevant post disaster emergency management.
