SAPEVO-H2 a Multi-criteria Approach Based on Hierarchical Network: Analysis of Aircraft Systems for Brazilian Navy

Abstract

The present study explores an extensive approach to the SAPEVO-M method, based on a hierarchical and hybrid analysis, dealing with variables of quantitative and qualitative natures. Named SAPEVO-H2, the modeling, based on the multicriteria approach, enables the evaluation of alternatives in the light of multiple criteria, providing the integration of objectives of a problem, transcribed in attributes, and structured in a hierarchical model. Integrating multiple decision-makers, group and individual evaluations is possible, designating the evaluator in his area of expertise and decision-making responsibility. In search to explore the implementation feasibility of the model, a case study is carried out based on the hypothetical acquisition of Remote Piloted Aircraft Systems for the Brazilian Navy. The analysis clarifies the indications of preferences at each level of the hierarchy, exposing the construction of local and global results and performance. In the end, the main points of the modeling and the proposal for future works are presented.
