Abstract

This article is dedicated to research of theoretical and methodological approaches to the problems of quality and accessibility of public services, the effectiveness of their delivery, digital transformation, as well as the relationship of digital transformation and the effectiveness of public administration. The purpose of the research is to develop proposals for the modernization of public administration in the context of digital transformation. To solve the stated research problems, general scientific methods of cognition were applied using structurally functional system and comparative approaches, content analysis of information sources, methods of factor and statistical analysis of actual and digital material. Evaluation of the effectiveness of the functioning of the public administration system in the Republic of Kazakhstan was carried out in three blocks. According to the results of evaluating the effectiveness of public administration, some problems were identified. The authors conclude that increasing the level of digitalization of public administration is closely interconnected with increasing the effectiveness of public administration, reducing corruption, and improving the conditions for doing business.
