Abstract
It is now widely recognised that cultural heritage contributes to the development of tourism and urban preservation. Nevertheless, the effects of architectural heritage conservation could go further by helping to resolve social problems. The case of the Palace of the Marqués de Rozalejo (in Pamplona, Navarra, Spain) is analysed in order to explore the potential that appropriate rehabilitation offers. First, the historical and present-day context are explained. Social problems in relation to the building, its neighbourhood, and the citizens of Pamplona are analysed. On this basis we draft a proposal, accompanied by a feasibility study, emphasising its strengths and weaknesses. Finally, conclusions are drawn, taking long-term and short-term considerations into account. They show that, first and foremost, architecture is a service to society and, consequently, cultural heritage should respond to real needs.
