Abstract
According to Eurostat [1], the generation of solid waste increases by 2% annually and approaches 300.0 million tons. At the same time, the landfill rate in the EU is about 30% (from 3% for developed countries to 90% – for developing countries). Investigation of the waste management system in Ukraine [2] found that the most dangerous source of environmental impact is the final consumers of waste – landfills for solid waste. Therefore, research on such objects requires special attention, in particular the possibility of further safe operation, identification factors and conditions of local hazards for components of the environment or population, including decommissioning, closure and reclamation. The proposed approach to the development of recommendations is universal and takes into account the scientific environmental assessment of waste disposal sites, local conditions and environmental factors, environmental impact assessment, justification of measures to reduce the negative impact on the environment and ensure operational reliability. Consequently to the calculations carried out in the research, the distribution of hazards for the components of the environment is for C1 – Air – 50,12%; C2 – Water – 26,06%; C3 – Soil – 12,96%; C4 – Biota – 10,86%. Among the measures assessed following the requirements of EU Directives 2008/98/EU, 96/61/EU, 1999/31/EU, the largest contribution will be made by SM4 – Implementation the best available technologies (without reconstruction) – 41,24%.
