Abstract
The study aimed to identify the linguistic competencies necessary for the Arabic language teacher for the non-Arabic speaking children in Coronavirus Pandemic and the electronic tools used in this field, since no educational pedagogy—no matter how firmly prepared—can be applied without a teacher prepared in a methodical way, conversant with the use of electronic tools, who has numerous efficiencies and skills necessary to help him achieve his goals, and then enable him to elevate the student to the proficiency level required in terms of listening, reading, writing and speaking. The study explored the characteristics of the good teacher and its constituents, and that his personality must bear three dimensions: the personal dimension, the professional dimension, and the cultural dimension, so that the teacher would be proficient of the subject on the one hand, and abreast of the linguistic, professional and cultural competencies on the other hand. Thus he flies with two strong wings that lead him to the desired goal and the anticipated objective which is teaching the Arabic language to non-Arabic speakers. The study focused on three types of competencies, namely: linguistic (academic), professional (education), and cultural in an attempt to answer the two following questions: What are the linguistic, professional, and cultural competencies necessary for the Arabic language teacher for non-Arabic speaking children? And what are the most prominent electronic media used in the educational learning process that helps the teacher in achieving his goals, to the level of proficiency required for the student in terms of listening, reading, writing, and speaking.
