Abstract

Data and information are the lifeblood of the modern healthcare organization. As such, it is imperative that leaders in the clinical and health information technology organizational units utilize strategic management that complements and contributes to the overall organizational strategies. There are several steps needed to implement strategic management, including internal and external environmental scanning, a SWOT analysis, the creation of vision and mission statements, culminating in the creation of an information strategy. The information strategy itself has multiple components, including stakeholders, objectives, targets, critical success factors, measures and more granular tasks and tactics. Most importantly, the information strategy must be evaluated to determine whether or not the objectives are being met. Optimally, not all objectives would be met, indicating the presence of stretch goals that required the organizational unit to grow in new and different ways. Clinical and health information professionals must be able to be strategic thinkers and ensure their operations support the strategy.

Appendix: Answers to Review Questions

Appendix: Answers to Review Questions

  1. 1.

The type of management need for execution of day-to-day operations is:

    1. (a)

      Tactical.

    2. (b)

      Executive.

    3. (c)

      Strategic.

    4. (d)

      Business.

The correct answer is a—tactical management. Tactical management is used for achieving day-to-day goals. It is not strategic management as that type of management is a plan or methods that are more long-term and support the organizational strategic plan.

  2. 2.

The clinical informatics section at ABC Hospital decided that they need to create a strategic plan for their organizational unit. As they read about strategic planning, they decided that they need to understand the internal and external forces that might impact their plan. They undertook a(n):

    1. (a)

      Literature review.

    2. (b)

      Environmental scan.

    3. (c)

      Organizational scan.

    4. (d)

      Departmental review.

The correct answer is b—environmental scan. The environment in which an organization operates and carries out a strategic plan is comprised of internal and external forces.

  3. 3.

There are many types of goals and objectives included in a strategic plan. A goal that is aspired to, but may never be reached is known as a(n):

    1. (a)

      Target goal.

    2. (b)

      Operational goal.

    3. (c)

      Stretch goal.

    4. (d)

      Strategic goal.

The correct answer is c—stretch goal. A goal that may never be reached is a stretch goal because it usually requires entities (persons, organizational units, and so on) to stretch themselves outside of what they are currently achieving.

  4. 4.

The clinical information system unit has developed a list of objectives based on alignment with larger organizational objectives, as well as the environmental scan and SWOT analysis. The next step in the process is to:

    1. (a)

      Determine the measures.

    2. (b)

      Establish the critical success factors.

    3. (c)

      Get input from stakeholders.

    4. (d)

Assign an owner for each objective.

The correct answer is d—assign an owner for each objective. Assigning an owner for the objective will help ensure accountability and responsibility. Without an owner, objectives may not be addressed because there is confusion about who is in charge of achieving the objective.

  5. 5.

The clinical information system unit is trying to develop measures to determine whether or not objectives are being met. When examining measures for various objectives, it is important to make sure the measures are assessing exactly what is intended. This is known as:

    1. (a)

      Validity.

    2. (b)

      Reliability.

    3. (c)

      Consistency.

    4. (d)

      Exactness.

The correct answer is a—validity. Validity is when a measure is assessing the concepts or other items intended. This is especially important with satisfaction surveys and similar assessment instruments.

Other questions that could be included are:

  • Ranking the steps of the strategic management process in the correct order.

  • Matching the different terms to the correct definition.
