E-government and Italian Local Government: Managerial Approach in Two Macro Areas to Improve Manager’s Culture and Services

Abstract

The purpose of this paper is, theoretically and empirically, explore how public e-government policies are translated into practice. The study intends to analyze the change in management culture within the Campania (South Italy) and Liguria (North Italy) Local Public Government (CPG and LPG, respectively) in the context of the Italian Public Administration (IPA). The aim of the study is to understand, through a SWOT and factor analysis, the elements that are relevant to change the process logic from bureaucratic to competitive. The main data of the sector will be presented. The analysis of the data underlines the strategic role of management in the sector. Furthermore, items of questionnaire Likert statements, using factor analysis and varimax rotation, underline different management typologies. We also analyze how the Italian managers characterize organizational structures and provision of services. The conclusions indicate possible actions to be taken to create efficiency and productivity within the CPG and TPG and to effect change in the picture of the complex IPA.
