From the Dance of Those Left Out to a New Constitution: Channeling the Chilean Social Unrest

Abstract

The constitution-making process in Chile came about as result of a political agreement among political parties (traditional actors) forced by the persistent pressure from the social movements since 2006 onwards. The idea of such an agreement had been elusive in the political sphere because there was no single transversal position concerning the need to replace the Constitution nor was there agreement as to the mechanism to bring it about. The social unrest in October 18, 2019 elevated the costs of continuing to avoid the constitution-making process, even though the aspiration had been present quite some time. The social unrest caused entrenched resistance to tumble. Together with the local experiences of citizen deliberation (assemblies and self-convened cabildos), a window of opportunity emerged and the process to replace the constitution was viewed as a chance to channel the social and political crisis through institutional means. Under these circumstances, Chile provides an interesting case for studying the role of social organizations and mobilized citizenship participation, as agents of institutional change, “from below.”

    The increase brought the subway fare to over a dollar in peak user hours $830 (U$1.01), which makes it one of the highest in the Latin American region. For a great number of mid-low-income Santiago residents who must traverse the sprawling province every day, transportation costs represent up to 25% of their family income (Chechilnitzky 2019).

     The pact was subscribed by Fuad Chain, president of the Cristian Democratic party; Álvaro Elizalde, president of the Socialist party; Heraldo Muñoz, president of the For Democracy party; Luis Felipe Ramos, president of the Liberal party; Catalina Pérez, president of the Democratic Revolution party; Jacqueline van Rysselberghe, president of the Independent Democratic Union party; Mario Desbordes, president of the National Renovation party; Hernán Larraín, president of Political Evolution party; Javiera Toro, president of Common party; Carlos Maldonado, president of Radical party and Gabriel Boric, Deputy and member of the Social Convergence party who subscribed the pact as individual because his party refuses to sign it.

     In Chilean political culture, “la cocina” (“the kitchen”) is an informal expression to identify the place where, behind closed doors, agreements are reached, which are formally ratified in institutional instances. It has a negative connotation. (see Cocinado in Joignant et al., 2012: 73)
