Abstract

Purpose: The article reflects the results of the authors’ research of the current state of control and supervisory activities in the Russian Federation, highlights the stages of reform of control and supervisory activities, the prerequisites and results achieved at each stage.

Design/Methodology/Approach: The reliability of the results of this study will be ensured by using analytical materials of the Government of the Russian Federation, the Committee on Optimization of Control and Monitoring and Removing Administrative Barriers of the RSPP, and analytical data published in the state information system Management (GASU).

Findings: The scale of the above-mentioned activities in Russia today is quite impressive. According to the Russian Ministry of Economic Development, there are about 400 industry laws in this area. At the same time, only at the federal level, control and supervision activities are carried out by more than 50 federal executive bodies. Analysis of the scope of control and supervision activities shows that the largest number of inspections are conducted by the executive authorities of the federal level. At the same time, the number of events held in the country at all levels of government is decreasing every year. First of all, this is associated with changes in the concept of planning inspections, as well as with the state’s desire to reduce the administrative burden on entrepreneurs.

Originality/Value: According to the authors of the study, it is too early to be certain whether significant results of the reform of control and supervision activities have been achieved, since the interests of the control and supervision bodies themselves remain indicators of its effectiveness, and therefore it changes the entire scheme of control and supervision activities.
