Abstract

Moldova, nestled between Romania and the Ukraine, gained independence on August 27, 1991. In 1993 Moldova ratified the United Nations Convention on the Rights of the Child. In 1998 Moldova established the National Council for the Protection of Children’s Rights consisting of representatives from various ministries that are responsible for addressing the health, education and welfare of children and families. This group has spear-headed many of the legal and practical reforms to develop a framework of child protection that is holistic and integrated. Of primary importance has been the elimination of income inequality as a strategy to improve the well-being of all children and reduce dependence on institutional care due to parental economic migration. “Lumos Moldova”, a charity founded by the British author J.K. Rowling has been a prominent NGO advocating for de-institutionalization in Moldova.
