Palliative Home Care in Poland: From Times of Political Turnovers to a Well-Structured Integrated System

Palliative Care for Chronic Cancer Patients in the Community

Abstract

Home-based palliative care is the best possible form of support for patients with life-limiting incurable diseases. Its genesis in Poland relates to the creation of informal groups of volunteers working locally, usually at parishes, in the 1970s and 1980s. In the 1980s, this civic activity was associated with the Solidarity movement, which played an important role in the political transformations in Poland at that time. The 1990s and the first decade of the twenty-first century were a period of rapid development of an integrated palliative care system, guaranteed by the 2004 Act on Healthcare Services Financed from Public Funds and the 2009 Regulation of the Minister of Health on guaranteed palliative and hospice care services. In 2018, over 56,000 patients in Poland benefitted from home palliative care for adults. Children are cared for with separate home care system.
