Abstract
The chapter examines how institutions of the liberal world order intend to establish norms moderating how nations seek to protect and advance their self-interests. Lindbergh’s realist doubts of The League of Nations, Franklin D. Roosevelt’s proponent for international structures as component of postwar reconstruction, and Reagan’s embrace of collective security and strong support of NATO are the important and necessary historical introductions to today’s reality. Trump’s campaign had no foreign-policy promises or priorities, mostly addressing issues of the matter in tweets. Trump’s worldview may be conventional, but his manner of employing statecraft is uniquely Trumpian. The chapter closes by displaying several characteristics of how Trump employs American power, shaping Trump doctrine: strategic communications, deal-making, risk-taking, activism, dealing with authoritarian regimes, and trade policy. There is no question the liberal order is changing, but much of that has little to do with Trump.
