Clean Energy in the European Green Deal: Perspectives of European Stakeholders

Abstract

The Fit-for-55 Package of the European Commission is a key element to implement the European Green Deal and thus for the decarbonization of the European Union’s economies by 2050. Major elements of the package are legislative proposals to support both renewable energy and energy efficiency. In these two domains, the body of EU law has been changed multiple times during the last years. These changes raise the question of stakeholder support for more ambitious policies. To assess such support, we apply the concept of salience to four core European stakeholder groups. We use a mixed-method design, testing external issue salience through a qualitative read-out of 182 stakeholder position papers and 198,128 Twitter messages, and then testing internal salience through quantitative analysis of an in-depth survey of 20 key European stakeholders. We find stakeholders closely align with the European Commission in demanding binding energy efficiency and renewable energy policies. Strong focus can be expected on energy efficiency targets and measures, less on the further development of the framework for renewable energies. These findings confirm earlier studies on salience in different policy fields.
