EU-US and EU-Canada Energy Relations

Abstract

Transatlantic energy relations cover various areas of engagement: energy governance, energy markets, and energy diplomacy. While not always prominent, energy has formed an integral part of American, and to a lesser extent Canadian, involvement with Europe and the European integration project ever since the end of the Second World War. During the Cold War, these energy relations went well beyond economic considerations and took on political and strategic significance, creating path dependencies for today’s transatlantic interactions in the energy issue area. The historical entanglement of political or even strategic goals and economic objectives makes it difficult to establish the exact nature of transatlantic energy relations. Historically, these interactions oscillated between complementarity and competition as energy policy goals were either shared or diverged. More recently, the nexus between energy and climate has added a new direction to transatlantic energy relations. To understand the European Union’s energy relations with the United States and Canada, it is essential to outline historical developments and examine direct bilateral or trilateral energy diplomacy in addition to multilateral energy governance structures, which include all three players.
