The Speed of Progress: Comparing Citizen Perceptions of Police Corruption in Croatia over Time

Abstract

This chapter studies the potential changes in public and police officer views of police misconduct over two decades. The first survey, conducted in 1996, was based on the first police integrity questionnaire measuring mostly attitudes toward police corruption. The second survey, conducted in 2016, was based on the second police integrity questionnaire measuring attitudes toward a range of forms of police misconduct. Over the period of two decades, Croatia has experienced systematic and extensive changes to its political and economic system, in no small part in preparation to join the European Union in 2013. Through its use of six scenarios common to both surveys, this chapter explores potential changes in Croatia’s citizen views of police misconduct, as well as their perceptions of police views of police misconduct. Our results indicate that respondents in the 2016 sample evaluated scenarios as more serious, thought that harsher discipline would be appropriate, and stated that they would be more likely to report misconduct. Although their assessments of police views about misconduct changed over time, the extent and nature of those changes is not as strong as it was for their own views.

    These are not longitudinal random samples, but two cross-sectional convenience samples. Thus, we use just the basic statistical tools and draw tentative conclusions.

    Klockars et al. (2006) defined as substantive differences those that, in addition to being statistically significant, exceed.50 for a mean value on a 5-point scale and 10% for a percentage.
