An Introduction to Health Policy

Abstract

The Patient Protection and Affordable Care Act (PPACA), signed into legislation by President Barack Obama on March 23, 2010, entails numerous provisions and proposals reforming health care. This chapter highlights (1) the history and rationale for how the PPACA came into legislation; (2) the various ways in which the PPACA hopes to expand accessible and affordable health insurance coverage to a greater number of Americans such as the Individual Mandate, expansion of Medicaid/SCHIPs, creation of the Exchanges, and implementing several changes in employer-sponsored health plans and private insurance plans; (3) changes to health insurance taxes intended to help fund this reform and attempt to contain costs in the future; and (4) how the PPACA seeks to improve to the quality of care that is delivered by placing a greater emphasis on preventive care, primary care, and long-term care.
