Reforming the Behavioral Health Delivery System for Adolescents: Why Is It Needed and What Is Psychology’s Role?

Abstract

Spending on health care in the United States has grown at an unsustainable rate for the past four decades, yet millions of Americans fail to receive effective and efficient care. National expenditures for the combined treatment of mental health ($100 billion) and substance abuse ($21 billion) in 2003 accounted for only 7.5 % of total health care expenditures. Over the past 30 years spending on behavioral health care has shifted away from inpatient care towards outpatient professional services and particularly, prescription drugs. We argue that behavioral health spending would be actually be higher in a more efficient health care delivery system. This chapter reviews the complex set of issues driving health care expenditures and outlines psychology’s role in health-care reform. In addition, we argue that the current health care climate holds particular importance for adolescents and review this population’s role in the health care reform. Ten specific reforms are discussed and the argument is made that psychology can play a report in reform that is significantly disproportionate to its current role.
