The capability of a manufacturing system with a high degree of action flexibility enables it to take a set of new actions to respond effectively (i.e., speedily and cost-efficiently) to changes in its internal and external operating environment. For example, a manufacturing system can effectively change the product or component design, the process, the materials used, etc. in response to changes in the environment.
