Problems in implementing scenarios of innovative Development in Siberia

Abstract

The article analyzes the results obtained at the first stage of implementing the Strategy for Socioeconomic Development of Siberia up to 2020 from the perspective of establishing regional innovative system. A comparison of expected and actually attained values of innovative development indicators is used to show that the pursued goals and objectives for Siberia have not yet been fully achieved, although in leading regions the performance of the main indicators of innovative activity appears positive. The implementation of the strategy is not yet self-sustained with regard to available resources and there is no adequate mechanism for the interregional coordination of directions and forms of innovative activity, which restrains the movement of Siberia to the balanced regional innovation system. Examples of implementing major innovation projects connected with the creation of new materials and infrastructure development, which were formally launched in Siberia, are used to identify the main problems associated with the lack of domestic demand for innovative high-tech products, insufficient funding, staffing problems, and the low level of interaction between business and the state.
