Abstract
Even before the European war started in the summer of 1914, the Germans were worried about the Americans supplying arms, ammunition, and food to the Allies. The German Ambassador to the United States, Count Johann von Bernstorff, was instructed to set up a spy network in the United States, centered on the East Coast ports. This chapter describes the beginning of that network, starting in the biggest and busiest American port—New York.
