Abstract
This paper provides background on a multihazard research approach for protecting urban infrastructure systems. This effort is vital for the development of more effective solutions to problems that are currently addressed primarily with conservative, and/or empirical approaches. The expected outcome will have a profound effect on national and international peace, prosperity, and security. Essential work must be conducted in several important areas that include scientific and technical topics, as well as socio-economics and public policy.
