One day in 1979, I received a telephone call from Max Rowe, who, as I later learned, was a chief executive of the British Rothschild Foundation based in London. He asked to see me and I suggestedwe meet atmy home the following day. It turned out he had a proposal to make to me. The Foundation, which had a long-standing interest in social and educational development projects in Israel, had been approached by the Israeli Ministry of Education with a problem for which they sought the Foundation’s help.
