Abstract
This chapter examines the options, prospects, and instruments for achieving the EU’s Kyoto target. Technically, the target is readily achievable at little cost, but achieving it will require substantive government action. The chapter argues that the prospects for implementing greenhouse gas constraints have greatly improved, with greater understanding and willingness to consider effective instruments, but that key obstacles remain to be overcome.
