Abstract
This chapter has the following structure. A first step to operationalize the ACF is taken in Section 3.2 which identifies the key features of the relatively stable parameters in Poland. Section 3.3 briefly presents the main external events in Poland betwen 1945 and 1980. Section 3.4 investigates the earliest roots of environmental protection in Poland. Section 3.5 addresses the main features of the policy process in the 1970s. Section 3.6 focuses attention to the main environmental policy documents of the 1970s. Section 3.7 is about implementation of environmental policy in the 1970s. Section 3.8 reconstructs the dominating belief system up to the 1970s and discusses policy-oriented learning. Section 3.9 draws conclusions about driving forces for policy change and briefly summarizes the chapter.
