Abstract
International negotiations to address the threat of global climate change began nearly 15 years ago and have proceeded almost continuously since then. These climate change negotiations have been among the most complex multilateral negotiations ever conducted internationally. Stuart Eizenstat, a former US Under Secretary of Commerce and the chief US negotiator at the Kyoto Protocol negotiations, once commented, “Few issues are as cross-cutting and politically charged as climate change, involving energy use, land use, [and] a wide variety of industrial and agricultural concerns” (Lakshmanan 1997).
