The Yerseke Case: Using Simlandscape in an Area Development Approach

Abstract

Yerseke is a small industrial town in a dynamic estuarial metropolitan landscape. Aim of the Yerseke case was to “turn an overall downward development into a upward one”. To support this process, we applied Simlandscape in an Area Development Approach. Simlandscape uses the scenario method in combination with a multi-actor transformation model to turn GIS into a research and design tool for area-development planning. A combination of communication, software tools, discussion tables, workshops, diverse stakeholders, sense of urgency and sufficient data was applied. From the start, it has been relevant to get information as much as possible for all kinds of levels and organisations, from physical, economical and social conditions. Also it must be visible how different policy processes are embedded in society and what can be expected for the short term. The process is about translating creativity and spirit of enterprise into projects and implementation. Many stakeholders with diverse backgrounds had input the process with a positive effect on all steps undertaken. With different tools, stakeholders could better participate and express their ideas; their commitment grew during this process. All people ought to cooperate to make it a success. Without their essential support, even a best planning support software will not yield successful results. It is crucial to have a broad group and not just a few administrative organisations.

    A tenant may have parcels of different owners, so his/her “user” lot may overlap property lots.

    In the first year of the Yerseke project, the municipal budget had already doubled (from app. 75,000 euro to app. 150,000 euro), and there were requests for subsidy for around 600,000 euro. This subsidy is related to results for realisation studies (for instance for research, education, innovation and marketing for small enterprises). Also several real estate development initiatives were put forward.
