Problems of Excess Plutonium Utilization In Nuclear Reactors

Abstract

The great amount of fissile materials being released under nuclear disarmament drew attention again to problems of nuclear fuel cycle and to options of plutonium utilization both civilian and weapons-grade. As Russia keeps the strategy of closed fuel cycle, separated plutonium is supposed to be utilized in nuclear reactors for electricity production. Three scenarios of separated plutonium utilization are presented in the paper. The first basic scenario is the transformation of separated plutonium into spent nuclear fuel using fast reactors. The second scenario is plutonium using in presently operating reactors. And in the third one thermal reactor possibilities are considered. Together with safety, people’s health protection, environmental and economic acceptance the problem of non-proliferation regime strengthening is extremely important when various concepts of fuel cycle are under consideration.
