Abstract

For our study we have used the 57th round data of National Sample Survey Organisation (NSSO) pertaining to the period 2001–2002. This round collected detailed information on economic and operational characteristics of unorganized service sector enterprises (excluding trade and finance) in addition to data on household consumer expenditure and employment-unemployment in India.

    An enterprise is perennial if the enterprise operates more or less regularly throughout the year. If the enterprise operates during particular season(s) of the year, it is termed as a seasonal enterprise. If the enterprise carries on its activity only occasionally, but total number of days operated in the last 365 days is 30 days or more then it will be treated as a casual enterprise.

    Within resource constraint we include non-availability of electricity, power cut, capital shortage, marketing of product/services, lack of other infrastructure facilities, non-availability of fuel, non-recovery of service charge/fees/credit, labour problem includes non-availability of labour and labour unrest, social problem includes local problem, harassment and competition from other units, others includes problems that are not mentioned above.
