Despite different cultural and political norms, the public sector in nearly all Western political systems has in recent years undergone structural change and systemic management reform (OECD 1993). Reform programs within the public sector are often presented as coherent packages under the labels of new managerialism or new public management (NPM). As reform programs such as these have unfolded,there has also been a noticeable trend to introduce concepts of entrepreneurialism into public management. Reformers have increa- singly turned to the „spirit“ or „wisdom“ of entrepreneurialism in an attempt to improve management of the public sector (Osborne/Gaebler 1992; Hood 1991).
