Abstract
At the beginning of 2005, the German government enacted a substantial reform of the welfare system. This welfare reform was the final part of a series of four major reforms of the German labor market that came into force between 2003 and 2005 in response to a high and rising unemployment rate and the associated large expenditures on active and passive labor market policies.
