Zusammenfassung
Der vorliegende Beitrag beschäftigt sich mit dem organisationalen Umgang mit unerwarteten Ereignissen. Dazu bedarf es ein hohes Maß an organisationaler Flexibilität, ohne dass dabei die Stabilität der Organisation aufgegeben werden kann. Im Design einer explorativen Fallstudie wird untersucht, wie die Bundesanstalt für Materialforschung und -prüfung (kurz: BAM) mit unerwarteten Ereignissen umgeht, mit denen sie ihrem öffentlichen Auftrag nach immer wieder konfrontiert wird. Konkret wird mit dem Fall einer gebrochenen ICE-Radsatzwelle im Jahre 2008 die Analyse eines sehr komplexen und im Vorfeld völlig unbekannten Schadens untersucht. Im Zentrum der Untersuchung steht ein temporäres Ad-hoc-Team, welches speziell für den (Sensemaking-)Prozess dieser Schadensanalyse aktiviert wurde. Das Team bildete sich aus einem etablierten Expertennetzwerk heraus und wurde durch das Präsidium der BAM sowie die individuelle Motivation der Beteiligten unterstützt. Es wird auf systemtheoretischer Ebene diskutiert, wie es der BAM gelang, die notwendige Flexibilität mit diesem Team temporär zu realisieren und die bestehende Stabilität mit der realisierten Flexibilität zu balancieren. Die Diskussion mündet schließlich in theoretische Überlegungen zum organisationalen Umgang mit Unerwartetem sowie Perspektiven zukünftiger Forschung.
Abstract
Handling the unexpected demands high levels of organizational flexibility, while stability must be maintained as well. This article addresses the question of how organizations deal with these conflicting priorities. An explorative case-study approach was chosen to study how the German Federal Institute for Materials Research and Testing (BAM) deals with the unexpected in terms of the organization’s tasks that revolve around safety in technology and chemistry. Specifically, the case study focuses on how the BAM performed a multidisciplinary and complex damage analysis of the unexpectedly defective wheel axle set of the ICE train accident in 2008. The (sensemaking) process was performed by an ad hoc team, which was put together by and recruited from a network of experts. The team was supported by the BAM’s presidium as well as by the individual efforts and commitment of the team members. Referring to systems theory, we discuss on the one hand how the BAM succeeded in realizing temporal flexibility with the ad hoc team, and on the other hand how stability was maintained and balanced in light of the flexibility realized. The discussion leads to some theoretical considerations as well as implications for future research.
