Even though it is the resolution uncertainty from the signal sample that mainly biases the top quark mass, it is not part of the signal uncertainty as in the combination of the world average the background uncertainty is fully correlated among all measurements in the same channel, while the signal uncertainty is fully correlated among all measurements.
