In Sect. 3.4 we, in short, described the development of the MTP restart procedure. Given that an unprotected restarting node may be the source of correlated and uncorrelated network outages (see Sect. 8.3), the overall objective of the restart procedure is to protect the node whose MTP is restarting and the network. Since the specified restart procedure can only solve the problems of the MTP, further problems are present at the user level so that, in addition to the activities within the MTP, some kind of user restart at the user level is necessary.
