Zusammenfassung
Nicht erst seit den Terroranschlägen vom 11. September 2001 wird die Region des Nahen Ostens – d. h. der Länder des Maschriq einschließlich Israels, des Maghreb sowie der arabischen Golfanrainer, der Türkei und des Irans – mit anhaltend gewaltsam ausgetragenen zwischen- und innerstaatlichen Konflikten, Terrorismus, mangelnder Demokratie und verpassten sozio-ökonomischen Entwicklungschancen in Verbindung gebracht. Unter dem Stichwort „Middle Eastern Exceptionalism“ wird diskutiert, woran es in weiten Teilen des Nahen Ostens, insbesondere den arabischen Ländern, mangelt: Wahrung der Menschenrechte, Gleichberechtigung der Geschlechter, gute Regierungsführung, demokratische politische Kultur, nachhaltige wirtschaftliche Entwicklung und nicht zuletzt Demokratisierung. Die Staaten und Gesellschaften des Nahen Ostens sind unbestritten mit besonders schwerwiegenden politischen, ökonomischen und sozialen Krisen konfrontiert, was nicht zuletzt die von arabischen AutorInnen verfassten UN-Berichte zur menschlichen Entwicklung in der Region aufzeigen (UNDP 2002; 2003; 2005; 2006).
