Zusammenfassung
Menschenrechte vertreten heute „das einzige Wertesystem, das mit Recht den Anspruch auf universelle Geltung stellen kann“ (Nowak 2002: 13) trotz regionaler und nationaler Unterschiede (Brems 2001: 3 ff.). Menschenrechte stehen jedem Menschen allein aufgrund seiner Eigenschaft des Menschseins zu, die er unabhängig vom Staat hat. Dieser muss die Menschenrechte gewährleisten (Weiß 2002: 39). Der Begriff Menschenrechte wird allgemein in einem naturrechtlichen, philosophischen oder juristischen Sinn verstanden.
